Same reason it seems to happen in ...Thanks Graham! Same reason it seems to happen in every hot climate where there's no means of refrigeration - decomposition I suppose. It's the law in Argentina as well - many a drama has ensued when relatives abroad have not been able to get back in time for the funeral.
